Maybe that should control for ethnicity and other factors, but it's basically a billboard advertising that some cultures are inherntly far more capable of integrating into the West than others.
Stepping back and looking at this as the Holy War it really isn't instead of the political war it is, Jews are at a terrible disadvantage because of their relative reproduction rates (Haredi Jews excepted). The same strategy that ensures that almost no unintelligent Jews exist, at least in the United States (Michael Rapaport is sort of the Lennie of that tribe) also implies a perpetual numbers disadvantage, and there is no way to eliminate that tension.
